cured through a market-based network.

All of this is evidence that disaster relief had been conducted based
on village self-sufficiency and a multi-layered local network encompass-
ing mutual assistance within the kumi (gumi), mutual assistance based on
family ties, goods procurement through a market network, and mutual as-
sistance and goods procurement based on financial, land ownership, com-
mercial and administrative networks.
